TWAC announces Haley Garcia as Board President, a Newly Appointed Executive Team & Board Directors

THE WOODLANDS, TX (September 2, 2025) – The Woodlands Arts Council (TWAC) is proud to announce new board leadership with Haley Garcia serving as President of the Board of Directors, the appointment of a new executive team, and the addition of four board directors. Entering a new decade of Making Art Matter in The Woodlands and Montgomery County, TWAC continues to expand its impact through signature events and diverse programs to enrich the community and grow the arts.

Haley Garcia, who started her journey with TWAC five years ago, is now stepping into the leadership of the Board of Directors as President. A native Houstonian, Haley is an entrepreneur, Executive Business Coach, and one of the nation’s top real estate brokers. Recently named one of the Top 10 Self-Made Women by msn.com, she is passionate about cultivating lasting relationships with her clients and The Woodlands community. With over 20 years of experience, she brings a holistic approach to business, leadership, and mentoring.

In addition to Garcia’s appointment as President, the 2025–2026 TWAC Executive Team includes Ted Harris, General Manager of The Woodlands Mall, as Vice President; Russell Leto, President of Progressive Commercial Aquatics, as Treasurer; and Nancy Charbonneau, Principal Designer & CEO of Charbonneau Interiors, as Secretary.

The Woodlands Arts Council also welcomes four new Board Directors who bring exceptional expertise and community leadership.

Blaine Decker is a Financial Advisor with Woodforest Wealth/Raymond James, guiding clients in building and preserving wealth. His career spans financial advising, entrepreneurship, and a decade of distinguished service in the U.S. Army, during which he earned the Bronze Star. A graduate of West Point and Georgetown Business School, Decker also served nearly 500 families annually as owner of a regional home services franchise. A former CSISD School Board member and past President of the Brazos Valley Symphony, he remains active in arts and education leadership roles in the community.

Lizzie Pritchett is the owner and founder of Bellwether Concepts, a digital marketing agency that helps brands communicate with clarity and impact. With expertise in social media, branding, and digital engagement, she partners with businesses and nonprofits to expand their reach and build authentic connections. Pritchett is deeply committed to service, empowering organizations to share their stories in ways that inspire trust, connection, and action.

Dr. Ann K. Snyder has been a resident and public servant in The Woodlands for over 36 years. She is currently serving her fifth term on The Woodlands Township Board of Directors as Immediate Past Chair, focusing on public safety, community relations, and economic development. Snyder was CEO at Interfaith of The Woodlands and Interfaith Community Clinic and Head of The Woodlands Methodist School. She also served 15 years on the CISD Board of Trustees and two terms as Board Chair. A HomeTown Hero, Citizen of the Year, and Rotary International “Service Above Self” honoree, Dr. Snyder is also a longtime supporter of the arts and a returning TWAC Board Director.

Bruce Tough is the founder and principal attorney of Tough Law Firm, PLLC, and Chairman of the Montgomery Central Appraisal District. With over 25 years in elected office, he has served as Chairman of The Woodlands Township, President of The Woodlands Fire Department, and Trustee of Conroe ISD. Recognized with honors such as Hometown Hero, Citizen of the Year, and the Boy Scouts Silver Beaver Award, Tough has been a steadfast leader in civic and philanthropic life. He is also a strong supporter of the Art Dash Party and TWAC’s scholarship fund.
